A State Police pursuit that exceeded 100 mph ended on the Broome and Chenango County border


According to State Police, a pursuit began after a 2011 Chevy HHR failed to stop for speeding and continued southbound on State Route 12 in the Village of Oxford. The driver continued fleeing as he reached speeds of 105 mph. During the pursuit his passenger was seen throwing drug paraphernalia out of the car.


The pursuit ended immediately after Broome County Sheriff Deputies deployed stop sticks at the Broome and Chenango county line on State Route 12.


The driver, Joel L. Ramos, 22, was arrested for the misdemeanor of unlawfully fleeing a police officer in a motor vehicle and other traffic violations. The passenger, Joenrique Torres, 19, was arrested for the felony of tampering with physical evidence. Both are from Lancaster, PA.


Ramos and Torres were arraigned in the Town of Oxford court and were remanded to the Chenango County jail on $5,000 cash bail or $20,000 property bond. Their next court date in the Town of Oxford is on February 8, 2016. This investigation is continuing and additional charges are pending.
